About the Organisation

The Regional Service Centre Entebbe (RSCE) is a key shared service hub operated by the United Nations in Entebbe, Uganda. The Centre provides essential administrative, logistics, finance, human resources, and technology support services to UN field missions and peacekeeping operations across Africa and other regions worldwide.

Key Duties and Responsibilities

Administration of Entitlements

The Human Resources Assistant will:

• Assist in preparing staff entitlements including claims, danger pay, daily subsistence allowance, mission subsistence allowance for Government Provided Personnel and Individual Uniformed Personnel, volunteer living allowances, and other benefits in accordance with United Nations policies, staff rules, financial regulations, and IPSAS frameworks.

• Process payroll, entitlements, benefits, official travel claims, and expense reimbursements for international and national civilian staff, non staff personnel, and client missions.

• Support business processes related to payroll administration, leave management, contract extensions, separations, final payments, and other staff entitlements.

• Assist with onboarding, travel arrangements, settling in grants, check in and check out procedures, separations, and the installation and repatriation of recognized dependents.

• Monitor the effectiveness of HR guidelines, policies, procedures, and regulations and provide recommendations for improvement through the Chief of Unit.

• Process end to end benefits and entitlements for international staff members, including personnel administration, staff movements, time management, and separation processes.

• Advise internal and external clients on staff benefits, entitlements, HR guidelines, and United Nations Staff Rules and Regulations.

• Review and process requests for entitlements and claims.

• Assist in administering and certifying benefits and entitlements in compliance with applicable rules and financial frameworks.

• Determine, certify, and process financial entitlements related to appointments, reassignments, salaries, and ongoing staff benefits.

• Ensure the accurate and timely submission of claims and entitlement requests.

• Recommend revisions to HR policy guidelines related to benefits and entitlements where necessary.

• Perform HR administration activities in Umoja, maintaining entitlement records, HR local contracts, and administration roles.

• Assist in reviewing and processing data related to staff conditions of service.

• Resolve HR related queries escalated through the Umoja iNeed platform.

General Responsibilities

• Provide general office support and prepare a variety of correspondence and communications.

• Establish and maintain electronic and paper based filing and record management systems.

• Schedule appointments and meetings while monitoring deadlines and follow up actions.

• Conduct research on human resources matters and assist in preparing reports, briefing notes, and documentation.

• Maintain HR statistical databases and prepare periodic reports.

• Perform administrative duties such as leave recording, office supply requests, and equipment management.

• Provide guidance and training to junior staff where necessary.

• Carry out any other duties assigned by the Supervisor.

Qualifications, Skills and Experience

Education

• High school diploma or equivalent is required.

Professional Qualifications

• Completion of a specialized Umoja HR Partners training course and certification as a Umoja HR Partner, or similar certification, is desirable.

Experience

• A minimum of five years of progressively responsible experience in human resources management, administrative services, or a related field is required.

• The minimum experience requirement is reduced to three years for candidates holding a first level university degree or higher.

• Experience administering staff benefits and entitlements using Human Resources Systems Applications and Products such as SAP, PeopleSoft, or other Enterprise Resource Planning systems is desirable.

• Experience applying United Nations or similar international organization Staff Rules and Regulations within a multi country operational environment is desirable.

• Experience working within a shared service centre supporting multiple countries or a similar operational structure is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.

• English is required.

• French is desirable.
