About the Job
Heifer International is seeking 4 Business Facilitators to serve as frontline field agents for the SAYE Project at the district level. The role involves planning, implementing, coordinating, and monitoring project activities, delivering agribusiness facilitation services such as mobilizing, training, coaching, and linking communities to resources, markets, and finance. The goal is to boost participation of youth, women, and persons with disabilities in starting or growing enterprises within priority value chains.

Key Duties and Responsibilities

Community and Youth Group Mobilization

• Work with the project frontline team and community mobilisers to conduct sensitization meetings that drive engagement and mindset change, especially among women and people with disabilities
• Identify, mobilize, and register youth and Self-Help Groups (SHGs) in target value chains
• Support the formation and strengthening of SHGs and Agri-hubs, providing technical business management training

Enterprise Development and Support

• Identify viable on-farm and off-farm agribusiness opportunities for youth
• Facilitate the formation of profitable, self-sustaining youth-led Agri-hubs
• Support youth groups to access land, mechanization services, labour, and other resources

Market Linkages and Value Chain Integration

• Facilitate linkages with off-takers, input providers, financial institutions, government agencies, and development partners
• Support SHGs and Agri-hubs to explore value addition and forward/backward market linkages

Capacity Building

• Train and coach frontline teams to deliver youth- and women-friendly project activities
• Facilitate SHG/Agri-hub training in the Values Based Holistic Community Development (VBHCD) approach, covering agribusiness, financial literacy, entrepreneurship, and climate-smart agriculture
• Promote adoption of good agricultural practices and technologies

Engagement and Stakeholder Coordination

• Serve as the SAYE project’s district focal person, maintaining strong relationships with local leaders, private sector actors, and other stakeholders
• Promote gender equity, social inclusion, and safeguarding across all project activities
• Represent SAYE project leadership at community events and partner meetings

Access to Finance

• Support the formation and strengthening of Informal Saving and Lending Associations (ISLAs)
• Build linkages between ISLAs and SACCOs or MFIs to improve youth access to finance
• Help youth develop bankable business plans and access start-up resources

Monitoring, Learning and Reporting

• Provide operational oversight and performance management for the district frontline team
• Lead planning and budgeting for district activities, ensuring efficient use of resources
• Conduct routine field visits within the district and cluster as needed

Qualifications, Skills and Experience

• Bachelor’s degree in Agricultural Economics, Business Administration, Rural Development, Food Security, Microfinance Enterprise Development, or a related field
• At least 3 years of field and technical experience in agribusiness development, economic growth/trade, value chain competitiveness, investment promotion, or agriculture development
• Experience working with youth and young women’s groups, with working knowledge of community-level microfinance and agribusiness development
• Familiarity with the local context in the cluster districts, including the Busoga sub-region
• Valid motorcycle riding permit required
